U.S. Cyber Command's CYBERCOM Staff Judge Advocate Office will host the 2023 Legal Conference, April 18-20, 2023, at the General Jacob E. Smart Conference Center on Joint Base Andrews, Maryland.
This annual conference explores strategic and operational subjects of law and policy issues within the cyber domain. This year’s conference theme is "Integrated Deterrence: Maintaining Our Edge in Turbulent Times."
Keynote remarks will be delivered by the Hon. Caroline Krass, general counsel, U.S. Department of Defense and CYBERCOM Commander U.S. Army Gen. Paul M. Nakasone. Other speakers include Brandon Wales, executive director of the Cybersecurity and Infrastructure Security Agency CISA; Christopher Fonzone, general
counsel, Office of the Director of National Intelligence; and additional panelists from the U.S. government, industry, and academia.
Attendees and participants include legal representatives from multiple federal departments and agencies, all Department of Defense services, educational institutions, and more than 20 international partners, including all Five Eye alliance members.
“Hosting the legal conference further strengthens the command’s relationships, builds trust, and further enhances dialog with our interagency, academic, industry, and international partners,” said Col. Peter Hayden, staff judge advocate, CYBERCOM.
Hayden adds that since the last in-person conference held in 2020, CYBERCOM’s responded to Solar Winds, Log4j, the war in Ukraine, and the defense of our elections.
“The in-depth and dynamic discussions on policy and legal implications enable cyber practitioners to collaborate and address strategic and operational challenges we all face
in the cyber domain,” Hayden said.
The 2023 conference topics include domestic partnerships, the National Cybersecurity Strategy, the role of lawyers in complex legal domains, an academic perspective to
combating the adversary, building a global network of partners, moving from public-private information sharing to collaboration, and an international legal panel.
Since the first legal conference in 2011, conference participation has grown to over 6,000 individuals attending via the live stream in 2022.
This year’s event will be live-streamed via the Defense Media Activity, with a classified portion of the conference offered only to cleared in-person attendees on April 20.
