USCYBERCOM’s new Cyber Talent Management Organization hosts inaugural hiring event

FORT GEORGE G. MEADE, Md. – The Cyber Talent Management Organization, one of U.S. Cyber Command’s newest organizations, held its inaugural hiring event with more than 300 people attending at the Maritime Conference Center in Linthicum Heights, Md. on July 27.
CTMO is one of three new enabling organizations as part of the Revised Cyber Force Generation Model, also known as CYBERCOM 2.0, aimed at increasing the lethality of the Department's cyber forces and providing greater operational outcomes for the Joint Force. Established in 2025, CTMO’s role is to identify, attract, recruit, and retain elite cyber forces.
The event, tailored for civilian cyber professionals, technical experts, transitioning service members, and veterans, focused on finding talent to fill more than 100 available positions within USCYBERCOM headquarters and its subordinate commands. The positions offered a diverse range of career opportunities spanning from entry-level positions to senior executive roles.
As part of the hiring fair, CTMO introduced an AI-driven pilot program aimed at matching candidates with job openings, in addition to face-to-face interactions, to streamline the hiring process and fill critical roles within the command.
The pilot program relies on the Cyber Workforce Assessment, Development, and Readiness Engine, a structured, AI-guided cyber readiness assessment that matches civilians and service members to real cyber work roles across the Department of War.
Candidates completed this assessment before speaking with hiring managers.
The 30–45-minute evaluation, which assists job-seekers in finding a position based on their answers, generates a work-role code based on positions available.
Hiring managers were able to see the results of these scores, helping narrow down candidates who best fit the roles they are looking to fill. More than 1,700 assessments were completed before the event took place.
Marilyn Brown, director of CTMO said that she is excited at how the assessment helps her hiring managers see what skillsets candidates have ahead of time, and then be able to see them face-to-face at the hiring event.
“Success for me is being able to find talented, qualified candidates at this event and for us to be able to present letters of intent or to do on-the-spot job offers,” said Brown.
With the cyber landscape changing rapidly, the next generation of talented professionals is needed more than ever.
CTMO is working with the DOW Office of the Chief Information Officer as part of their DOW Cyber Apprenticeship Program, known as Cyber RAP.
Cyber RAP is a 12-month paid pilot program intended to develop and eventually employ cyber professionals within the DOW. After completing the apprenticeship, participants will earn industry-recognized certifications and direct pathways into high-demand DOW civilian cyber roles.
U.S. Air Force Capt. Santia Jackson, action officer at CTMO, USCYBERCOM says it’s important to invest in future talent to ensure USCYBERCOM stays successful.
“It’s all about investing in people because one of the things we always say is we win with people. We look at the person and we let them know, we don’t just win with people we win with you,” Jackson said.
Hiring managers from USCYBERCOM subordinate commands participated in the hiring fair and appreciated the opportunity to draw from different talent pools beyond their local or regional locations.
“I think what creates a really dynamic workforce is bringing people in from all different backgrounds and locations,” said Samara Scheckman, executive director, Joint Force Headquarters-Cyber, Fort Gordon, Ga.
“If we’re only hiring from internal organizations or cross-pollinating from what is down in Georgia, you might not be getting the best new ideas or different ways to think about the problem. The opportunity to engage up here with a broader applicant pool was what was exciting,” Scheckman said.
